§ Mr. Peter LloydGuidelines issued to governors of all establishments in November 1991 advised them to consider introducing local schemes under which prisoners about to be released or to go on home leave would have discreet access to a small supply of free condoms. It is for individual governors to decide whether and how condoms are available in such circumstances, and how they monitor the level of take-up. Comprehensive information is not held centrally.
