§ Mr. YeoIn 1992–93, the first full year of the Act, the England component of total standard spending for services for children was set at £1,654 million—over 27 per cent. (14 per cent. in real terms) higher than in 1990–91 (£1,301 million), reflecting the Government's commitment to the Act. For each authority, the overall standard spending assessment represents the Government's view of the appropriate level of spending required to achieve a standard level of service. It is for individual authorities to determine appropriate levels of services based on their judgment of the resources available to them and. local needs and priorities, as well as legislative duties. Local authorities receive support from central Government through the revenue support grant, business rates and specific grants, and from their own sources from the community charge and charges set by them for the services they provide.
