To ask the Secretary of State for Employment what guidelines she intends to issue to local authorities as to the charges they may make to industrial site operators for work done under the Control of Industrial Major Accident Hazard Regulations 1984.

My right hon. Friend, the Secretary of State, has no plans to issue guidelines on the charges local authorities may make. The Control of Industrial Major Accident Hazards Regulations 1984 contain specific details of what local authorities may charge for in preparing off-site emergency plans and how these charges must be calculated. Guidance on these legal requirements is given in the Health and Safety Executive's revised booklet "A Guide to the Control of Industrial Major Accident Hazards Regulations 1984", published by HMSO in 1990, a copy of which is in the Library.
