To ask the Secretary of State for Education how many(a) primary and (b) secondary schools in each local education authority in England are eligible to apply for grant-maintained status; how many in each case have held ballots under section 61 of the Education Reform Act 1988; how many ballots in each case resulted in votes to seek grant-maintained status, and how many of these have been the subject of section 12 or 13 reorganisation proposals; how many ballots in each case resulted in votes against seeking grant-maintained status and how many of these have been subject to section 12 or 13 notices; and what are the totals in each category.

I refer the hon. Member to the following tables. A reply to the question of how many schools which voted against grant-maintained status have been subject to section 12 or 13 notices would incur disproportionate cost.

To ask the Secretary of State for Education how many ballots in England on grant-maintained status have resulted in participation rates(a) above 79 per cent., (b) between 70 and 79 per cent., (c) between 60 and 69 per cent., (d) between 50 and 59 per cent. and (e) below 50 per cent.

Mr. Forth

The participation rates for ballots on grant-maintained status in England have been as follows: 90 above 79 per cent.; 172 between 70 and 79 per cent.; 259 between 60 and 69 per cent.; 171 between 50 and 59 per cent. and 57 below 50 per cent. The Education Reform Act 1988 requires that all first ballots with a participation rate of under 50 per cent. be reheld.

Mr. Byers

To ask the Secretary of State for Education if he will list those schools which required a second ballot of parents as part of the grant-maintained status procedure; which schools achieved a 50 per cent. turnout of parents voting in the second ballot; what was the outcome of the second ballot; and in the case of those schools voting yes, what was his decision on the application for grant-maintained status.

To ask the Secretary of State for Education how many grant-maintained schools' folders have been produced for the distribution of booklets; and what was the cost of(a) the design and (b) the production.

Mr. Forth

A total of 90,000 folders have been produced to date. The cost of design was £487.63 and artwork production was £489.98. The printing costs were approximately £29,000.

To ask the Secretary of State for Education if he will list, in rank order, the 10 local education authorities with most schools which have been approved for grant-maintained status; and for each local education authority, the number of schools which have been approved, the political control of the local education authority and where the local education authority ranks in spending per pupil for all local education authorities.

Note: The ranking is according to each LEA's net institutional funding per nursery, primary and secondary school pupil in 1990–91, the latest year for which information on actual spending is available. Per pupil funding is derived from LEAs' returns of their expenditure to the Department of the Environment and of their pupil numbers to the Department for Education. The LEA with the highest per pupil funding would be ranked as 1, that with the lowest per pupil funding as 108 (Isles of Scilly is excluded).

To ask the Secretary of State for Education in how many ballots in England under section 61 of the Education Reform Act 1988, where a simple majority of parents voted in favour of seeking grant-maintained status, the proportion of such parents was(a) above 69 per cent., (b) between 60 and 69 per cent., (c) between 50 and 59 per cent., (d) between 40 and 49 per cent., (e) between 30 and 39 per cent. and (f) below 30 per cent. of the number of parents eligible to vote.

The proportion of eligible parents voting in favour of grant-maintained status in ballots where a result in favour was obtained has been as follows: above 69 per cent. in 75 ballots; betweeen 60 and 69 per cent. in 86 ballots; between 50 and 59 per cent. in 155 ballots; between 40 and 49 per cent. in 155 ballots; between 30 and 39 per cent. in 99 ballots and under 30 per cent. in 15 ballots.

To ask the Secretary of State for Education how many grant-maintained schools include in their admissions policy an element of priority for the children of staff working in the schools.

Mr. Forth

Information about the admission policies of all grant-maintained schools is not readily available in this form. But since I November 1991, my right hon. Friend has approved applications for eight grant-maintained schools to amend their admissions policies so as to give some priority to children of their staff.
