§ Sir Wyn RobertsPlanning policy guidance note 7, "The Countryside and the Rural Economy", stipulates that conservation of the natural beauty of the countryside should be given great weight in planning policies and decisions in the national parks. Moreover, major development in the national parks should not take place save in exceptional circumstances and must be subject to the "most vigorous examination".
