§ Sir Hector MonroI have made no estimate of the number of professional fishermen who will be required to conform to the new regulations. Salmon net fisheries are, or could be, operated on most of Scotland's rivers and estuaries, and on the open sea coast. The regulations will apply to all salmon nets, except landing nets; every person who fishes for salmon by net will have to conform to them.
