To ask the Secretary of State for Social Security what is his estimate of the number of low-income families which faced marginal reduction rates in excess of 100 per cent. in 1978–79 and the latest year for which figures are available.

In 1985, a total of 70,000 families had deduction rates of over 100 per cent. These are the earliest figures available. As a result of the social security reforms, almost no families have marginal deduction rates of over 100 per cent. in 1992–93.
