§ Mr. MacGregorWe attach importance to encouraging the transfer of freight from road to rail, so we have200W provisionally asked British Rail to allow for the new line to take freight as well as passenger services if demand warrants it.
The additional cost of extra dedicated tracks along the route for freight would be substantial and would not be justified by the anticipated demand, even on optimistic forecasts.
So we have also asked British Rail to define a route which will allow the construction of a two-track railway with a freight capability, built to continental loading gauge standards. BR would consider the potential for the addition of passing loops and other facilities.
We will confirm our view on these points after consulting the relevant local authorities and others who have an interest.
