asked Her Majesty's Government:

How many people have had their social security benefits reduced by 40 per cent. under the Income Support (General and Transitional) Amendment Regulation 1990, for failing to attend a Restart course; how many of these people have subsequently attended a Restart course; and whether any have suffered a second such reduction for a second refusal.

The number of people who have had their income support reduced by 40 per cent. of the personal allowance rate for failing to attend a Restart course up to and including March 1992 is 3,871. This figure is provisional and subject to revision. I am informed by the chief executive of the employment service that separate information is not kept about how many people subsequently attended a Restart course, nor about how many have suffered a second reduction.
