§ Mr. MacleanUnder the Water Industry Act 1991 it is for sewerage undertakers, and, in the case of special category effluent, for the Secretary of State, to consent to discharges of trade effluent to sewers and to set appropriate consent conditions. These are designed to prohibit substances which by themselves, or in reaction with other substances, may give rise to explosive gases or vapours in the sewerage system.
