§ Mr. ForthMy right hon. Friend has received a handful of letters about education funding in Greenwich. My right hon. and learned Friend the Secretary of State for the Environment has proposed a cap on the authority's budget which is, in his view, reasonable, appropriate and achievable in all the circumstances of the authority. It allows Greenwich a budget which is nearly 9 per cent. above its standard spending assessment for this year and 18 per cent. above last year's SSA.
