56W
§ Sir Hector Monro[holding answer 15 May 1992]: No. The EC directives require that any derogations must be granted by 1 January 1993 and, in order to meet this, applications must be received by 1 July 1992. Two months is a reasonable period for applicants to decide from which of the requirements of the directives they will require derogations. Detailed aspects of the planning and execution of any works can then progress up to the end of 1995, if necessary.
