Whether they will list the mandatory resolutions of the UN Security Council outstanding for more than one year and not yet implemented.
§ The Minister of State, Foreign and Commonwealth Office (Baroness Chalker of Wallasey)The legal effect of Security Council resolutions, including the extent to which they are mandatory in the sense of imposing binding legal obligations on states, has to be determined in each case. Factors to be taken into account include the terms of the resolution in question and the charter provisions invoked. By 14th May 1991 the Security Council had adopted 691 resolutions. A considerable number of these have not yet been fully implemented: one important example is resolution 687 13WA (1991) on the conditions for the formal ceasefire between Iraq and Kuwait and the member-states co-operating with Kuwait.
