§ Mr. EggarDuring a visit to Russia in March, my right hon. Friend the Lord Privy Seal put in hand negotiations with the Ministry of Atomic Energy of the Russian Federation for a framework agreement to encourage technical cooperation on civil nuclear energy. The exact scope has yet to be decided.
