§ Dr. MawhinneyContracts of employment for NHS staff are a matter for negotiation between the employing authority and its employees. Where such contracts include provisions on confidentiality, I understand these are intended to safeguard the confidentiality of sensitive data, such as personal data about individual patients, and not to inhibit expression, through proper channels, of professional opinion about health service issues.
