§ Lord James Douglas-HamiltonWe have decided that, as proposed in the White Paper, "Access and Opportunity", the responsibility for bursaries for non-advanced further education students should remain with education authorities. The operation of the scheme will be monitored following the establishment of boards of management of further education colleges at 1 April 1993.
