To ask the Secretary of State for Employment what help is available to help small businesses start up in Basildon.

§ Mr. Forth
The Essex training and enterprise council provides a wide range of help and advice to small business.836W This includes a business start-up programme which in 1991–92 will assist some 800 people throughout the county. In addition, my Department operates a loan guarantee scheme to help viable small businesses obtain loans where conventional funding would not otherwise be available.
