asked Her Majesty's Government:

Whether, given the unexpected disintegration of one party to the START and ABM treaties, they will now propose that the renegotiation of both treaties should be carried on under CSCE auspices, with appropriate west European participation.

Russia, as the continuation of the Soviet Union, has undertaken to abide by all of its international obligations, including the ABM and START treaties. There is, therefore no requirement for their renegotiation nor, since both treaties are bilateral, for European participation.
