§ The Prime MinisterLord Justice Lloyd's second term of appointment expires on 10 April. I am most grateful for his work in carrying out his duties as commissioner. I have decided to appoint Lord Justice Bingham as commissioner for a period of three years with effect from 11 April 1992.
