Further to the answer of the Earl of Arran on 6th February (col. WA18) whether he would confirm the status of Horse Guards Road.

I stated in my Answer of 6th February that Horse Guards Road is a public highway. It is, in fact, a Crown Road within St. James's Park, for which the Secretary of State for the Environment is responsible. The road is normally open to through traffic but it is closed from time to time by the Secretary of State and it is not a public highway. I apologise for misleading the noble Lord.
