§ Mr. KeyFew local authorities have proposed exempting all people currently liable for 20 per cent. of the community charge. However, a number of authorities and others have supported bringing forward the principle of 100 per cent. council tax benefit to the last year of the comunity charge.

§ Mr. KeyNo separate information is held on collection of the community charge from those making the minimum 20 per cent. contribution. However, the average cost of collecting the community charge from all charge payers is about £14 compared to an average 20 per cent. payment of £45.
