To ask the Secretary of State for Social Security (1) when the(a) 5.8 per cent. national insurance rebate and (b) 2 per cent. additional national insurance incentive for 1991–92 will be fully paid for everyone who makes a claim before the end of the current financial year; and when he anticipates the (i) rebates and (ii) incentives for 1992–93 will start to be paid;

(2) what is the latest payment period for which the (a) 5.8 per cent. national insurance rebate and (b) 2 per cent. additional national insurance incentive have been paid to any contributors opting-out of the state earnings related pension scheme into a personal pension.

Payment of the 5.8 per cent. national insurance rebate and the 2 per cent. additional incentive are paid to personal pension providers together. The latest year in respect of which payments are being made is 1990–91. We expect payments in respect of 1991–92 to commence in May 1992 and in respect of 1992–93 in May 1993. Such payments will continue to be made as long as late or corrected earnings and contributions information continues to be received.
