§ Mr. ChopePolicy on the provision of services on all-purpose trunk roads, new and old, is set out in the Department's circular "Roads 4/88". A copy is in the Library. The need is for facilities, preferably comprehensive ones, at appropriate intervals to meet the needs of all users. Local authorities are encouraged to help to identify locations where facilities are not adequate. The Department will in general comment favourably on planning applications which conform to the advice in the circular. Non-motorway roads other than all-purpose trunk roads are the responsibility of local highway authorities.
