asked Her Majesty's Government:

In the light of the EC Declaration of 28th November 1991 on human rights and relations with developing countries and the EC declaration of 3rd December 1991 calling for an independent and impartial inquiry into the alleged massacre at Dili in East Timor, what representations they have made to the Government of Indonesia concerning the alleged massacre.

The British Government, alone and with EC partners, have made a number of representations to the Indonesian Government over East Timor. Immediately after the killing of civilian demonstrators in Dili in November 1991 the then Minister of State for Foreign and Commonwealth Affairs summoned the Indonesian Ambassador to express the Government's grave concern. The Foreign Secretary made our views known to the Indonesian Foreign Minister in London on 5th February. In addition, the Government issued a public statement on the subject on 28th January and joined our Community partners in statements on the East Timor situation on 13th November, 3rd December and 13th February. Our Embassy in Jakarta has ensured that the Indonesian authorities are fully aware of the Government's concerns.
