Member for Dundee, East (Mr. McAllion) on 411W 16 June, Official Report, column 491, Coopers and Lybrand Deloitte carried out separate studies on behalf of the Foreign and Commonwealth Office and the Overseas Development Administration earlier this year in line with the commitments given in the White Paper "Competing for Quality"
