§ Mr. Kenneth CarlisleBetween 1987–88 and 1991–92 the Department completed the construction of 69 bypasses on 387W national roads in England. At present, there are a further 28 bypasses under construction and 148 in preparation, of which 34 have passed the public inquiry stage.
