§ The Parliamentary Under-Secretary of State, Department of Social Security (Lord Henley)It is not possible to estimate the costs of implementing the Civil Rights (Disabled Persons) Bill. However, there would clearly be considerable costs arising from the obligations that would be imposed on providers of services and public buildings, as well as on employers, in addition to the costs of a disablement commission.
