What is their estimate of the cost of implementing the provisions of the Civil Rights (Disabled Persons) Bill [H.L.] (a) all at once and (b) in several phases.

It is not possible to estimate the costs of implementing the Civil Rights (Disabled Persons) Bill. However, there would clearly be considerable costs arising from the obligations that would be imposed on providers of services and public buildings, as well as on employers, in addition to the costs of a disablement commission.
