§ The Prime MinisterThe abolition of the death penalty is a matter which only Parliament can decide, each Member of Parliament voting according to his or her conscience. The Government have to abide by the decision of the House of Commons, which voted against the abolition of the death penalty during the last debate on capital punishment in December 1990.
