§ Mr. Lennox-BoydWe have long urged all sides to reach a negotiated settlement. We condemn the Liberation Tigers of Tamil Eelam for breaking off talks and resorting again to violence in June 1990. We support the Sri Lankan Government in their efforts to defeat terrorism, while pressing for its counter-insurgency campaign to be conducted responsibly and with full respect for human rights.
