§ Mr. FormanMy Department is making no such study. Places for home students at higher education institutions in England will be funded by the Higher Education Funding Council for England irrespective of domicile. The same principle will apply to funding for places at institutions in Scotland and Wales by the Scottish Higher Education Funding Council and the Higher Education Funding Council for Wales.
