§ Mr. LeighThe White Paper on the Environment, "This Common Inheritance", contains a commitment to a programme of research into the potential use of market-based instruments as a means of environmental protection. This work falls to several Departments. An important example of current work is the study which my Department has commissioned jointly with the Department of the Environment of the role economic instruments might play in helping us to achieve our recycling targets.
