§ Mr. AitkenThe Department's policy is that all defence support functions should be performed by the private sector unless there are overriding and clearly proven operational reasons for retaining them in-house, or definite value-for-money advantages. Our market testing programme therefore extends across all areas of the Department and its agencies.
