§ Mr. Lennox-BoydAt the Council of EC Development Ministers on 4 May, there was a wide-ranging but inconclusive discussion of a Commission paper which considered possible ways to untie member states' bilateral development aid at Community level. The Council asked the Commission to submit a new document for its next meeting in November.
