§ Mr. NorrisI still await the report from the working group led by my Department. Further detailed consultation at official level is required, and is taking longer than expected. I hope that the report can be finalised within the next few months.

§ Mr. NorrisThere are no "terms of reference" as such. The Department of Transport agreed to investigate the costs and practicability of a scheme for insulting schools and hospitals and to report back. It was decided that the report should be submitted to the Department of Transport and the Ministry of Defence for ministerial decision. The group comprises representatives from the highways and civil aviation divisions of the Department of Transport, and from the Department of the Environment, the Ministry of Defence, the Department of Education, the Department of Health and the Treasury.
