§ The Parliamentary Under-Secretary of State for Health (Baroness Cumberlege)All general managers of family health services authorities (FHSAs) are expected to be non-partisan in making decisions on applications bound by the Clothier Regulations. FHSAs are expected to be fair and impartial when considering dispensing arrangements, taking into account local circumstances and patients' best interests. There is no reason to believe that the chief executive of Gloucestershire FHSA has failed to meet these requirements.
