Information on the date of application is not yet available, but it is likely that, during this period, the great majority of substantive grants and refusals of asylum and exceptional leave related to applications made before 1 November 1991. The exception would be in those cases where priority was given because the applicant was detained or had arrived from a safe third country.
Decisions made under paragraph 101 of the Immigration Rules will include both applications made before and after 1 November 1991.
