To ask the Secretary of State for the Home Department (1) when the inter-departmental review group on the transfer of sentenced prisoners was set up; and what were its terms of reference;

(2) when the inter-departmental review group on the transfer of sentenced prisoners is expected to conclude its report.

My noble Friend Lord Ferrers announced the review in another place on 4 June 1991. Its terms of reference were:

  1. (1) To consider the operation of the statutory and other provisions governing the transfer of prisoners between United Kingdom jurisdictions; to identify difficulties and relevant considerations; and to recommend possible ways in which practice might be changed or the provisions amended to overcome or minimise these difficulties.
  2. (2) To consider possible improvements to the procedures for agreeing and effecting transfers of prisoners between United Kingdom jurisdictions.
  3. (3) To consider any improvements that could be made to assist families in visiting prisoners in other United Kingdom jurisdictions.

My right hon. and learned Friend the Home Secretary is considering a report of the review with colleagues in Scotland and Northern Ireland.
