We expect agreement to be reached during the Earth summit on the most effective and efficient institutions to follow up recommendations made at the UN Conference on Environment and Development. We believe that a sustainable development commission is the right mechanism. We will consider what financial resources are appropriate once the institutional framework has been agreed.
