To ask the Chancellor of the Exchequer what action is being undertaken by his Department to ensure that Third world Governments are fully represented in the decision-making of the global environment facility.

I have been asked to reply. The Minister for Overseas Development is responsible for the global environment facility. The United Kingdom has pressed for global environment facility to evolve to ensure full and effective representation by developing countries. The GEF participants meeting on 29-30 April agreed that membership of the GEF should be open to all countries and that it would fund programmes and projects, with agreed global environmental benefits, which are country driven and are consistent with developing countries' national priorities.
