To ask the Secretary of State for Employment how many 16 and 17-year-olds in the Sheffield area are not at present on youth training programmes.

Exact figures are not available, but I understand that the Sheffield TEC considers that the YT guarantee is being met.

Ms. Short

To ask the Secretary of State for Employment under what circumstances citizens from other European Community countries may participate in youth or employment training or in other employment and training schemes financed by the Employment Department; once having entered a programme whether they are entitled to complete it; and if she will make a statement.
