§ Mr. NeedhamEvery six months the Commission produces a comprehensive report for the Council of Ministers and the European Parliament on the implementation of White Paper measures for completing the single market. This shows implementation by each member state. The sixth report covering up to 10 December 1991, published in February 1992, is the latest available; a copy is in the Library—document 4527/92 of 19 December 1991; explanatory memorandum 6 March 1992.
