To ask the Secretary of State for Wales (1) what action he is intending to take against local authorities which have no local plan in place;

(2) if he will publish those local authorities in Wales which have not yet produced local plans.

The White Paper, "This Common Inheritance", reaffirmed the Government's belief in an effective development plan system and set out proposals for its improvement.

Section 36 of the Town and Country Planning Act 1990 (as amended) makes preparation of statutory local plans for all areas mandatory and, as indicated in Planning Policy Guidance Note 12 'Development Plans and Strategic Planning Guidance in Wales' (February 1992), my right hon. Friend expects local plan coverage in Wales to be substantially complete within five years.

The new arrangements came into operation on 10 February 1992. No authority has yet completed local plan procedures under the new system.
