§ Mr. FormanThe Government are committed to ensuring that effective quality assurance arrangements exist in higher education. One element, in line with the policy set out in Cm 1561, will be a United Kingdom-wide higher education quality council established by higher education institutions collectively. This will have three units, devoted to quality audit, quality enhancement and credit and access. The council has been developed in discussion with my Department. I am confident that it will do a good job.
