§ Mr. GerrardTo ask the Secretary of State for the Environment what capital allocations will be made to the Waltham Forest housing action trust; and by what mechanisms capital spending by the trust will be determined and controlled.
§ Mr. BaldryThe Waltham Forest housing action trust will be provided with sufficient funding to cover the cost of capital expenditure on its agreed programme. Until its first corporate plan has been produced and agreed with the Department no overall allocation can be made and funding will be provided on a monthly basis against need. In common with other non-departmental public bodies the trust will be financially responsible via its accounting officer acting in accordance with a financial memorandum, management statement and corporate plan, and subject to external audit.
