To ask the Secretary of State for the Environment which responsibilities have been transferred from the Department of the Environment to the Department of National Heritage in relation to compulsory competitive tendering; and if he will make a statement.

Mr. Howard

Responsibility for sport, including policy on compulsory competitive tendering for the management of sports and leisure facilities, was transferred from my Department to the Department of Education and Science in November 1990, and thence to the Department of National Heritage when it was established, in April 1992. My Department retains responsibility for compulsory competitive tendering generally and for implementation of the relevant legislation.
