§ Mr. ForthI have seen no evidence to suggest that many schools are facing shortage of funds as a result of the relative costs of their teachers. Local management of 447W schools—LMS—means that schools that attract and retain pupils receive more money, and gives governing bodies the power to decide how best to spend that money for the benefit of pupils—including how many and which teachers to employ.
