§ Lord James Douglas-HamiltonThe allocation of funds to individual housing association projects is entirely a matter for Scottish Homes and, as such, the hon. Member may wish to pursue her particular constituency interest direct with the chief executive of Scottish Homes. Scottish Homes is allowed to pre-commit up to 80 per cent. of any year's expenditure programme into the next year; this should minimise uncertainty for individual projects.
