To ask the Secretary of State for Education what proposals he has for the assessment of the Government's financial contributions to the provision under section 12 of the Further and Higher Education Act 1992 providing for schools to admit, from 1993, persons over compulsory school age to courses suitable to their requirements on a full or part-time basis and to charge fees for this service; and if these additional students will be accounted for in the methodology of the post-16 block of education standard spending assessment or otherwise.

Funding arrangements in 1993–94 will reflect LEAs' changed duties under the Further and Higher Education Act 1992. In calculating the transfer of funds from local authorities to the new further education sector, the Government will leave within local authority standard spending the resources attributable to those courses which fall within LEAs' responsibilities. The Government will announce in due course their proposals for the education elements of standard spending assessments as part of the local authority finance settlement for 1993–94.
