To ask the Secretary of State for Social Security what was the scale rate for supplementary benefit and income support for a couple with two children aged under 11 years for each year from 1979 to 1992 at(a) constant prices and (b) as a proportion of the median disposable income of a couple with two children.

To ask the Secretary of State for Social Security on what assumption he bases the viability of income support for a husband and wife with two children at primary school.

I refer the hon. Member to paragraphs 2.1 to 2.5 of the memorandum on benefit levels and a minimum income, dated 18 October 1989, and submitted to the House of Commons Social Services Committee. A copy of the complete memorandum is in the Library. Income support has been uprated each year by the retail prices index less housing costs.
