Further to the Answer of Earl Ferrers on 8th July (col. WA 71), whether the researches of the Charity Commissioners have shown or will show that the statements in paragraph 76 of the report of the Charity Commissioners for 1988 were inaccurate and incomplete in that sales orders were made under Section 23 of the Charities Act 1960, which expressly provides that no such order shall extend or alter the purposes of the charity: and that in no case had the Secretary of State received an application or made a confirmation as stated in paragraph 76.

The Charity Commissioners are satisfied that the contents of their Annual Report for 1988 accurately reflect the arrangement which existed prior to 31st July 1988 between the commission and the Secretary of State for the Department of Education and Science.

Further research by the commissioners could be undertaken only at disproportionate cost.
